The Situation Of Bidoons In Kuwait

The Kuwaiti Association would like to bring to your attention the plight of the Bidoon people in Kuwait. Bidoon is an Arabic word which refers to Kuwaiti stateless people. Bidoons in Kuwait have been denied most of their basic human rights and have been subject to acts of discrimination, harassment and persecution by the authorities in that country. They have been denied their rightful claim to Kuwaiti citizenship and they have been denied from their rights to study, work and to register their civil affairs in addition to being denied access to state health, social security and other social services.

To acquaint you with the dire situation of Bidoons in Kuwait we have translated the following section of a report on their situation produced by The Kuwaiti Parliamentary Committee for Defending Human Rights in Kuwait of 28th of June which was originally issued in December 2004.

“The Kuwaiti government still deals with the Bidoon issue as a security matter regardless of the human side. The Kuwaiti government exerts security, economic and social pressures on more than 120,000 Bidoons to force them to either reveal their native nationalities or to sign affidavits admitting to foreign nationality for modification of their legality status, and through depriving Bidoons of the freedom of movement and freedom to travel except on rare occasions. Bidoons are not employed by the public sector and their employment in the private sector has been restricted. They are not allowed to get driving licences or any other form of identification from governmental offices. Bidoons do not have the right of
ownership of property or even cars.

They are also deprived of any rights of possession of personal identity or anything to prove their legal residence. They cannot register births, marriages, divorces and deaths. It is in breach of the law for a Bidoon to get married without official approval. All these practices are considered as contradicting Islamic Sharia law and violating human rights and international conventions which Kuwait is obliged to follow as it has signed them.” (9th section)
